HOW TCC CAME TO BE
Titan Civil Contractors was not a business plan. It was a decision made at the right moment by two people who believed the opportunity was real.
When Lee Doherty completed his contract with the Fiji Roads Authority during COVID, the path forward was clear — but it needed more than technical expertise to build something lasting. Lee brought over three decades of hands-on civil engineering and QA/QC capability. Priyanka Kaur brought the operational discipline, the local knowledge, and the determination to build a business from the ground up. Together, they founded TCC in Nadi in 2021.
The division of roles has been straightforward from day one. Lee works the technical side — on site, on the tools, delivering the quality standard that clients contract TCC for. Priyanka runs the operational and administrative foundation that keeps the business moving — from client coordination and documentation to HR and company administration. Both roles are essential. Neither works without the other.

From that founding principle, TCC has built a reputation that most firms spend decades trying to create. Not through advertising — through delivery. The same clients return. Their project managers refer TCC to colleagues at other firms. Geotechnical consultants overseas put the company forward by name. That is not a marketing outcome. That is what happens when the work consistently meets the standard it was promised to meet.
TCC is now the local civil partner of choice on resort developments, government road programmes, major bridge works, and commercial construction projects across Fiji. Founded during a global pandemic, the business has grown steadily through the quality of the work and the relationships built around it.
MANAGING DIRECTOR
Lee Doherty has spent over 30 years in the civil construction industry — and he has earned every credential the hard way.
He began his career in the United Kingdom, rising to Senior Site Supervisor at Roocroft Safety Fencing where he managed motorway safety systems, bridge parapet protection, and critical path construction under time pressure. He held the Construction Skills Certification Scheme (CSCS) Gold Supervisor NVQ3 and the Site Management Safety Training Scheme (SMSTS) accreditation — the benchmarks of serious civil site leadership in the UK.
He then took that capability overseas. Saudi Arabia. The Pacific. Wherever the work demanded a QA/QC specialist who would not cut corners.
In Fiji, Lee's profile grew quickly. As QA/QC lead with the Fiji Roads Authority, he oversaw bridge quality and sign-off across some of Fiji's most significant infrastructure projects. When Fletcher's Construction needed a QA Manager for critical bridge work involving crawler cranes, pilings, concrete assembly, and heavy plant — they recruited Lee directly. He served as QA manager on the ADB-funded Kings Road upgrade — a project spanning three years involving a major section of highway from Ba toward the Rakiraki district. He consulted on the Yongor Bridge. He supervised sign-off on the Nadi Bridge.
When TCC was founded in 2021, he brought all of it with him — and he has remained hands-on across every project since.

Priyanka Kaur
Every successful civil firm runs on two things: quality work in the field, and a business that operates smoothly behind it. At TCC, Priyanka Kaur has built and managed the second from day one.
Priyanka co-founded TCC with Lee when the opportunity to build something of their own became clear. While Lee anchors the technical and field side of the business, Priyanka leads everything that keeps the company running — administration, HR, client coordination, documentation, and the operational systems that allow TCC to respond to clients efficiently and professionally.
It is Priyanka who has been driving TCC's push into the digital world — recognising early that the business Lee and she had built deserved a presence that matched its capability. A company with major project credentials, international-standard quality, and a growing client base should not be invisible online. Getting that right has been her initiative.

TCC was built on four principles. They have not changed since day one.
Lee's operating principle has never changed: Don't walk by. If something is unsafe on a TCC site, it is fixed — not flagged for later. Every team member has the equipment they need. Every day. No exceptions.
