WHAT WE DO

Civil Engineering Services Delivered to International Standard. In Fiji.

Every service TCC offers is supervised by a director with 30+ years of experience. Not managed from a distance — supervised on site.

When you bring a civil contractor into your project, you are trusting them with your schedule, your budget, and your sign-off. A missed QA check, an unsupervised earthwork, or a survey error does not just delay your timeline — it follows the project for its entire life.

TCC's services are built around one principle: the technical standard your project requires is the standard it receives. From the first site visit to the final documentation, Lee Doherty is the person accountable for that outcome.

Below is the full scope of what TCC delivers.

SERVICES

  • Consulting & Project Supervision

    — You need someone who can look at a project scope, identify the risks your consultants have missed, and stand on site making sure the work matches the plan.

TCC provides consulting and direct site supervision for civil works of all scales — from initial scoping through to completion sign-off. Lee Doherty's background in QA/QC and HSE management across government, international contracting, and resort development means he understands what your project engineers and consultants require — and he communicates in their language.

  • Project Management

    — Your project should not require you to chase your contractor. It should run.

TCC provides end-to-end project management — coordinating subcontractors, managing timelines, liaising with architects and engineers, and keeping you informed at every stage. If there is a decision to be made or a problem to resolve, you hear about it from Lee directly — not after the fact.

  • Land Surveying

    — Precision survey work is the foundation of every civil project. If it is not right at the start, nothing that follows will be right either.

TCC delivers surveying services using robotic total stations, GPS, and GENNY equipment — operated by trained survey technicians under qualified supervision. TCC works closely with registered surveyors to ensure all survey outputs meet the standard required for sign-off and project development.

  • Quality Assurance & Quality Control (QA/QC)

    — Lee Doherty built his career on QA/QC. His work with the Fiji Roads Authority, Fletcher's Construction, and SMEC on ADB-funded projects established him as one of Fiji's most experienced QA/QC specialists in civil and infrastructure works.

TCC provides independent QA/QC supervision and sign-off for civil earthworks, concrete structures, bridge assembly, material testing, and installation works — producing the documentation your project requires for compliance and completion.

  • Bulk Earthworks

    — Ground preparation is where projects are won or lost. Poor earthworks quality — under-compacted fill, inadequate drainage preparation, incorrect material placement — creates problems that surface months or years after a project closes.

TCC supervises and manages bulk earthworks to specification — including material testing, settlement monitoring, ground improvement works, and geogrid and bidim installation. Every cut and fill is tracked. Every compaction test is documented.

  • Drainage, Catch Pits & Culverts

    — Drainage failures are one of the most costly problems in Pacific civil construction — and one of the most preventable. TCC designs and installs drainage systems, catch pits, and culverts that are built correctly the first time.

  • Pavement & Crossing Structure Design

    — TCC designs and supervises pavement construction and crossing structures — roads, driveways, hardstands, and pedestrian crossings — to the specification your project requires.

  • Concrete Works — Pavements & Structures

    — Concrete pavements, retaining structures, footings, and associated civil concrete works — designed to specification and supervised through pour, cure, and sign-off.

  • Pipeline & Conduit Installation

    — TCC manages pipeline and conduit installation for civil projects — including coordination with utility providers, depth and gradient compliance, and documentation for sign-off.

  • Traffic Management

    — Safe, compliant traffic management is a non-negotiable on any road-adjacent civil project. TCC plans and supervises traffic management operations to Street Works Supervisor Training (SWST) standard — ensuring your site is compliant and the public is protected.

  • Cable Locating (CAT 4 & GENNY)

    — Underground service strikes are among the most dangerous and costly incidents on any civil site. TCC uses CAT 4 and GENNY equipment to locate cables and underground services before any ground is broken — protecting your team, your project, and your timeline.

  • Landscape & Environmental Projects

    — Civil works do not end at the structural boundary. TCC manages landscape and environmental project components — site reinstatement, erosion control, and environmental compliance — ensuring your project closes cleanly.
